E Quality Corporation's U.S. Navy SeaPort-e contract is an indefinite delivery, indefinite quantity (IDIQ) vehicle established to facilitate a Navywide electronic procurement process that leverages buying power, improves business intelligence, and reduces purchasing time. SeaPort-e has a four-year base period with possible extensions for five additional years. SeaPort-e supports all commands within the Naval Enterprise including the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, the United States Marine Corps, as well as other Department of Defense agencies.

Zone 4 Gulf Coast Region Under the terms of the US Navy SeaPort-e contract vehicle, E Quality Corp will compete for task orders in the Gulf Coast Zone 4 region (Texas, Louisiana, Mississippi, Alabama, Georgia and Florida) for a broad range of support services.

Quality Assurance Plan

E Quality Corporation has established a corporate philosophy of providing quality support and customer satisfaction to our clients. This overall philosophy is reflected in the commitment of resources and management attention to ensuring that the services and deliverables that we provide are up to the high standards we set for ourselves.

E Quality Corporation builds strong partnerships with our clients; emphasizes quality; is responsive to end‑user needs; stays current with technology; maximizes tools and best practices for on-time delivery; minimizes costs and technical risks; and invests in staff training. E Quality’s Quality Assurance Program Plan (QAP) documents the organizations, procedures, processes, and products we use to implement our quality program activities. E Quality assesses the development of our services and products from requirements phase through delivery, installation and test, as applicable to each specific project. These tasks include evaluating and improving our system engineering and software engineering processes, certifying deliverable and non-deliverable services to verify compliance with contractual requirements, and to verify a high level of quality is designed into our services. In addition, quality assurance tasks assure our team members comply with policies, procedure, plans, and work instructions, as tailored to contractual requirements.

E Quality’s Program Manager is responsible for the successful completion of all task orders. He establishes a clear line of authority with each team member organization to ensure close coordination of all aspects of the support effort. In our response to individual SeaPort-e task order RFPs, E Quality’s Program Manager evaluates task order requirements and selects the most cost-effective mix of qualified personnel from Seaport-e Program Management Team to include in each task order proposal. The E Quality Corporation Program Manager works with senior members of our Program Team to develop a work breakdown schedule (WBS), a milestone schedule, and a cost estimate for accomplishing the task order.

Upon task order award, our Program Manager designates a Task Order Manager for each task order. The Task Order Manager is responsible for the day-to-day coordination and execution of the task. The Task Order Manager in turn develops a task order project plan incorporating input from all members of the E Quality Program Management Team. This project plan identifies the project WBS, schedule, deliverables, spending profile, and quality metrics. E Quality’s senior management reviews all task order project plans to ensure they use industry-accepted best-practices and meet customer requirements. Once accepted, the project plan becomes the Task Order Manager’s tool to control the execution of the task order, and E Quality’s management’s tool to track project performance. During execution of the task order, we update the project plan if we receive contract modifications or require staffing changes are required.
